About the Role

Are you ready to oversee the evaluation of a mobile information service that has the potential to impact 1 billion people in emerging markets? In 2020, Viamo’s 3-2-1 Service reached almost 10 million people with over 160 million key pieces of information in 18 countries. This project will assess the impact of the Service on maternal health knowledge and behavior. This evaluation will have two main components: a cluster-RCT to assess changes in behavior and health outcomes and a direct evaluation of knowledge retention among repeat users of the Service, through IVR questions embedded in the Service. Your role will be to coordinate the project and oversee its success in two countries, likely Uganda and Ghana.

We anticipate working in partnership with Innovations for Poverty Action (IPA). This work is made possible by Development Innovation Ventures (DIV) from USAID. The position is contingent on final award signature.

Key Responsibilities

1. Project Implementation

  • Lead the implementation of Viamo’s DIV grant, including partner and donor management
  • Establish annual work plans and quarterly/monthly deliverables for the program
  • Monitor and contribute to the implementation of the annual work plans according to the established timelines
  • Oversee and complete monthly/quarterly/annual narrative and financial reports (with support from Viamo’s finance team)
  • Support multiple teams at Viamo to ensure the DIV grant is implemented on time, on schedule, and on budget.
  • Facilitate trainings and content development and validation workshops
  • Contribute to institutional knowledge by leading case studies, impact evaluations, etc. as needed
  • Plan and lead a dissemination event to share the findings of the study with the broader development community
  • Work with Viamo’s Data Analyst and provide ongoing support to country implementing teams

2. Research Management and Implementation

  • Oversee the implementation of a subcontract to IPA to carry out qualitative and quantitative research and other field activities
  • Manage the subcontract relationship with IPA and support the PI and Research Assistant, as needed.
  • Oversee the design and implementation of embedded KAP surveys within the 3-2-1 Service and adjust the survey tool and user experience as needed to ensure completion rates.
  • Support the team to interpret and publicize the results of the research study
  • Provide input to the research team, as needed

3. Budget Management

  • Monitor the Viamo budget and ensure funds are properly allocated, in line with project activities
  • Approve project expenditures, as needed
  • Review and monitor partner reports and budget to ensure funds are spent in line with rules and regulations

4. Compliance

  • Ensure all Viamo and subcontractor activities are compliant with USAID rules and regulations

Key Performance Indicators

  1. Impact: Completion rates of embedded KAP surveys, % of end users showing an increase in knowledge or behavior change in KAP surveys
  2. Revenue: Timely execution & invoicing of program deliverables
  3. Quality: Project meets all Viamo complex project quality standards

Team and Reporting Structure

  • Reports to Country Director, Uganda


  • Kampala, Uganda or Accra, Ghana



  • Exemplary project management skills; demonstrated ability to multitask and prioritize, creating and implementing common project management tools such as Gantt charts, work-plans, etc.
  • Proven ability to create and manage complex budgets
  • At least three years experience implementing grants/contracts funded by institutional (bilateral or multilateral) donors
  • Bachelor’s degree
  • Excellent attention to detail and thoroughness
  • Excellent oral and written communication skills in English


  • Experience conducting large, multicountry RCTs
  • Experience implementing US government contracts/grants
  • Communication skills in local languages of Uganda or Ghana
  • Experience in ICT4D
  • Master’s degree
